Combined. You don't have to be a 6'5 aryan giga-chad to be there. I'd say a 6'0 7/10 chadlite is roughly 99th percentile in most countries, and definitely worldwide.

When you consider that someone would need to be in the top 1% inclusive of both traits (6'6" and horse-faced is not top 1%, neither is 5'3" and Chad-tier) and that height has severely diminishing returns above 6', in addition to being less important than face:
Height: at least 5'10"
Face: at least 8/10
Height: at least 5'10"
Face: at least 8/10
Realistically I'd say 7.5/10 minimum and 6ft1 height minimum.
