No, it means the site is not well-connected to social media outlets and doesn't get any (or almost any) of its traffic from social engagement on Twitter, Facebook, etc. An example of a very "socialized" website is Tumblr.

We know that the mods made this forum not-socialized on purpose, for obvious reasons. But sites like easycounter are all about social media clicks and Search Engine Optimization and they think every domain owner wants 20,000 shares a day.

Nah, they worded it in a pretty dumb way, and it's an unfortunate coincidence for them to call the site "poorly socialized" which sounds like a term people would use to insult incels.
