There is no purpose. I assume that partly it's an outlet because you cannot experience "proper" sex you you see as sexual things you can somehow "get". And it's strongest for whatever is connected mostly to the area responsible for sexual things. I think that's why foot fetishes are so common, because feet are simply processed in a similar area as genitals, so for some people these areas "randomly" get connected and thus you get a foot fetish.
