They were first spotted flying around military installations, that's way too coincidental for my taste. Imo, it's either US government testing, or a foreign government spying. In either case, the government would want to suppress news.
 
Honestly it could just be made up too. Someone reports drones, whether real or not, and then people start confusing planes, random lights, and helicopters for drones, magnifying the issue.

This seems unlikely since the military reported it, but just mentioning it.
