What GTA game has the hardest police force

In GTA VCS, glowies will try their best to stop you especially on higher stars they'll send out military tanks, helis and soldiers with bazookas. It was such a fun survival PvE gameplay I used to enjoy it back then.

The cops in GTA v do a shitton of damage when shooting at you but i think the most dangerous ones with cars are probably GTA VC or 3

You just need the armored Kuruma, it’s fast and it’s bulletproof unless you get stuck and they start shooting the tiny window slits
