I think incel just means someone that holds sexist and entitled views when it comes to women for a lot of people. There's an archetypal image that pops in the average person familiar with the terms head when they hear the word and entails a lot more than just being a virgin or someone who self identifies as an incel. Examples like this illustrate the disconnect between how people from different spheres of the net use the term pretty clearly. Incel is the new neckbeard or niceguy^tm.
