Fakecels pretending that they are incels just because they were rejected once. Normies thinking that just by being rejected by something or someone in society they are able to completely understand how incels are feeling.
I believe in the opposite. The tolerance of moderators and other forum users to: larpers, people who brag about having sex, people who look down upon other incels, this is what leads to other incels feeling excluded, feeling like they don't belong here as they see similar things around them in society that detests and rejects them.
This opinion you have is the root of the problem, I think. Everyone, like you, want the mods to be more severe. However, everyone has its own definition of "shitposting" or "larping", or "bragging", etc. None of these things are easy to define unambiguously and without bias.
