This is right, considering that they were vassals of Russia or part of Russia. The official vassalage was formalized in 1654, when Bogdan Khmelnitsky swore allegiance to the Moscow tsar, and Catherine 2 abolished autonomy and made it a province of the Russian Empire in 1764.
