It's true, particularly in third world countries. All I see in the slums are high T 5'11 + males with average/ugly foids and 4-5 children. The manlets don't reproduce, the majority get into narcomaxxing and end up dead.
Most are proletariat/working class and spend their life drinking alcohol, watching sports on the electric Jew & working on dead end jobs. Their children follow the same path. The notion of saving money, investing in education, capital or assets is non-existant between them. They live for the moment.

It's hard to say. Europeans used to breed a lot. I don't think their IQ has increased that much. Overall, I believe people who have access to more opportunities tend to postpone or avoid procreation altogether regardless of intelligence. By the way, there are different forms of intelligence. IQ tests are incapable of measuring every kind of intelligence. I would take IQ tests with a grain of salt.
