The larger the group gets, the weaker the bonds and the sense community become. Thus, the initial community, when it gets too big and sparse that no sense of cohesion exists, is shattered into multiple independant communities.
The US can't have this else there would be no US. So they will use all means (CCTV cameras, PRISM, ECHELON, tv, etc.) in order to avoid such outcome.
