Honestly my headcanon is that Kurapika is just a short haired butch type woman who pretends to be a guy. Makes the anime more enjoyable.

Narancias stand is called Aerosmith and Araki likes to add references or get inspired by the music he listens to when making characters. Like Dios stand being a diver (holy diver by the band Dio)
For other characters i dont know, perhaps to make the character look more youthful? Kids before puberty look similar, often just the hair cut or clothes that seperates them.
