In such a world mating would be decided by other more important factors personality traits, compatibility, character, and accomplishments, even money and status are arguably better indicators of mating potential than looks since it actually requires action and care . A man's facial attractiveness other than aspects of his neutral expression, say absolutely nothing about their personality, intelligence, or character. Though it could be argued that intelligent people have certain facial features but they are no more or less attractive than having stupid facial features. Those are all far more useful and valuable traits to choose your life partner based on.

Because It sounds like you would prioritize people with the "best" qualities or genetics with one another, so what would stop this benevolent government from erraticating the weakest of links? Also, I'm assuming mental stability / social adjustment / anti-social behavior would be taken into account and last time I checked no one on this forum is a shining star in that department.

There would be emotions, it just wouldn't be directed at human faces. Attractiveness is quite objective nearly everyone will agree whether a person is below average, average or above average looking. Pairing would happen randomly just like right now, but people's brains would be wired differently and no longer able to judge human attractiveness or feel anything positive when looking at an attractive person or negative when looking at an ugly person. People can still read expressions and feel other people's reactions. The whole point of this is to ensure no one benefits or is disadvantaged by their looks, nobody is being exterminated. Arguably right now below average looking men are being exterminated they aren't allowed to reproduce, usually have lower income and don't make enough to survive, driven to depression and suicide by society etc. This would actually give everyone a chance at life and love despite how they look. Those factors would be taken into account when it comes to dating which makes sense but it's entirely possible to improve these factors far more than looks, even with plastic surgery.
