Since we know eugenics is a pipe dream these funds should only be distributed to males at an early age (while some aspects of their looks are still salvageable) towards treatments such as HGH if one is too short, blood tests to see if any major hormonal imbalances exist, free Orthodontics, free Accutane, additional protein to be provided if one is from a materially impoverished family.
In most developed countries healthcare is funded by taxes anyhow, and it must be acknowledged that these issues are far more severe than some that national health services subsidize. This fund would do far more to quell hypergamy and thus increase birth rates than any of these other bullshit family funds ever will.
