Say you are Mr. Shekelstein or Mr. McRichie, and you own 200 apartment buildings across Britain. Those buildings are only worth money if they are filled with people. And the real profits come when the state creates artificial shortages of housing, so then the rents go to the Moon as people bid against each other for housing. Which Mr. Shekelstein and Mr. McRichie also are the local Labour and Tory party leaders, and they considered approving more housing being built, but then decided against it.
But what if the people where you live things are so bad they didn't have enough children to replace themselves. Then you have to bring in masses of replacements.
