Well, tbh I don't read that that way, rather the opposite. To me this says that the default state of a woman is to be chaste and parents need to take active action in order to make them a prostitute which they should not do. It was probably meant in that even when the family is in a financially tight spot they should not resort to prostitution by suggesting it to the daughter.
