First we need to make it like other countries in the developing world where any doctor can do plastic surgeries. By increasing the supply of plastic surgeons it drives down the cost.
Secondly health care is about improving the quality of life. Spending $250,000 to get an elderly person a few more months of life on average, with brutal side effects of the treatments is a poor way to spend money.
On the other hand spending $250,000 for a poorcel to get a massive amount of plastic surgery when he is 20, that he can benefit from for 60 years, is a big benefit. Actually if he is able to get a better career because he is more attractive and more confident... and makes more money than before, he pays more taxes. It might even be a net benefit to the state's treasury.
When serious money comes into an area of the economy it also drives innovation. Medtech companies, pharmaceutical corporations, hospital corporations, and entrepreneurs can invest a lot of money and manpower in an area if there is a real chance of substantial reimbursement if they deliver results.
