Can't say that I'm against global eugenics like this, but I don't think even the countries in the worst position food-wise are going to go with this considering just how much of an unquestionable advantage high birthrates are on the global stage. Sure, they're going to have brutal famines and epidemics, but thanks to those high birthrates they'll be able to get through them and still see their populations grow anyway, while the rest of the world will shrink and age. They'll just have to campaign for the outside help to come back, and with time on their side, it eventually will, and then when they'll start once again catching up with the rest of the world, they'll be in a stronger position than they were before all of this started.
