Racial existence is more important. It's the most important thing, because people (folk) as a whole, shape the country politically, economically and culturally.
In general a people's collective personality (their approach to rulers and daily life) will shape politics and how things are done. For example, when Juche was emulated in Romania, it didn't worked because that was designed for North Korea.
