This map is a disaster because Slavic countries are also very poor and it's usually mostly developed countries suffering from low birth rates yet this isn't the case here.
I think one of the reasons why this is so low is because Slavic women simply don't want Slavic men. It's the same problem as in SEA, poor country with fertility rate of a rich Western country, because the local men are mogged by foreigners who come there.
Czech Republic and Slovenia are slightly better but that's because these two nation have a lot of Germanic ethnic influence (they were part of German Holy Roman Empire and a lot of Germans lived there) and women like Germanic looking pretty boys. They want white Nordic Germanic Chads.
