This is archaic hominid DNA. Every race has this: whites have 2% Neanderthal on average, curries have some denisovan admixture through their Australasian ancestors, Asians have like 2-3% Neanderthal and 2-3% Denisovan, etc.

What makes West Africans stand out is that this archaic component is up to nearly 20%, aka almost an entire fifth of their genome. This is part of the reason they're so genetically distant from other populations on PCA charts:
