most likely yes. if russia could use all of its forces it would probably sweep ukraine bc it cant. according to the russian constitution russian leaders should only be allowed to mobilize the entire army if they declared full scale war, but Putin has not technically declared war on ukraine instead his government calls it a millitary operation eventhough its clearly a war but they did this inorder to keep their population in check and prevent riots and such so if putin would go back on his word the russian people would probably not take it very well and would likely cause a lot of chaos and such but if he doesn't go back on his word he cant mobilize the army and russian citizens so he simply doesn't have the manpower to win so currently russia is in a really shitty position
