They're commenting on a Japanese ad for World of Tanks. Some ladies are drawing some nude wai tokaku but when the instructor checks on one of the drawings, it turns out to be a tank with a long barrel. The joke being that the tank barrel might be compared to the model's penis. Or something? Anyway, World of Tanks.

But in the comments is a guy named "makeev13684." And he says something loosely translated by Google to mean...

Most jokes are targeted at Yeltsin and Gorbachev. Khrushchev isn't really made fun of because he was just normal (not good or bad).
