We are at war. The global situation is officially a new Cold War but in reality we're still fighting proxy wars (e.g. Ukraine) and experiencing a full-blown war in Cyberspace, mostly executed through mercenary hacker groups and propaganda campaigns. Weakening the enemy's moral is a classical tactic in war.

We are witnessing continued long-game plays from Russia and China that now play out online. Ad-targeting allows Russia to target minorities with historical grievances in order to make them feel persecuted, insecure, fearful, paranoid and aggressive. They egg on both sides of issues/conflicts.
