China would be nothing if not for the Cold War and the transition of the PRC to the allies of the United States against the USSR. If the factories of the USA had not left for China, it would have remained bottom.

You're thinking over a very short period of time. Over 1000s of years China has been a top-tier civilization the majority of the time. A country with a high IQ that values education can be poor for periods of time, but long term it would always become prosperous.
