Even in America, go back over 50 years and premarital sex (Fornication) was a CRIME. Some states still have the laws on the books, but unenforced, and there are debates if they want to get rid of them. A site like tinder in the 50s would be game for Federal prosecution.

I'm sure people did it but nothing on the scale we have today. Usually the couple would marry too. It would be like decriminalizing shoplifting. People still shoplift with the laws but always on the QT and most people think twice about it and never would.

The problem is not keeping women in check. The problem is keeping men in check. The current law system in the west is massively in favor of women. Women getting less time in jail, women having advantage in custody trials, women always being victimized if raped. The problem is not letting female loose but restraining men instead. And male restictions are far worse than the ones patriachy applied to femoids since they involve sexual deprivation which morepainful than having to marry a guy you don't like.
