It's called "The bull's hour" https://en.m.wikipedia.org/wiki/The_Bull's_Hour
I have read it years ago in Russian. Idk if you can find it in English, but the book was VERY good. Probably the best book i've read so far.
It was written in Soviet Union. It's both utopia and dystopia, because there are 2 different planets described in the book, the communist Earth, and the Swabian capitalist Tormance.
I really liked the way that Earth was described. On the communist Earth, sex was considered a thing that everyone should get, so there was a concept of state-organised sex meetings between strangers, so nobody is an incel.
Also on a communist Earth, they learned to edit the DNA of humans, and used it to turn everyone into ubermensch. They made everyone to be the same race, to live much longer, and everyone to be chads and stacies.
The Tormance planet is the complete opposite. The Tormance system is NOT modern capitalism, it is ultra-totalitarian Swabian capitalism, that is even more totalitarian than 1984 English Socialism.
The majority of population on Tormance is killed in the age of 25 to save resources, but the truth is that there would be no lack of resources, if they would be shared equally. There is a large inceldom problem on Tormance(this is described in the book), and the sex system is basically identical to the modern sex system in the west, except that the population is more conservative on average, and there is no faggotry.
Everyone on Tormance should sometimes go through mind-reading procedure to check if they are not against the state and the leadership of the planet. If the mind-reading machine finds out that the person doesnt like the government, he is killed on sight.
This book is interesting because it actually discusses the inceldom topic, and proposes solution to this problem.
