Neglect is only a crime when it leads to serious harm (negligence tort) or is done to a child (still psychologically developing so much easier to harm with neglect), while even petty theft can land you in prison. Pornography and mass entertainment make things worse, IMHO. Porn is obviously a tease but so is mass entertainment because of the high prevalence of attractive females shown there.
