It was possible for the state to subjugate foids and redistribute them among the citizens in the past. Why would it be impossible today? With modern technology and administration it would be much better controlled, and therefore more just, system. Both, state and its citizens would benefit from it. A nonchad that got a wive from the state of course benefits from it, thus becomes more loyal to the ruler/government. Also state-planned demography would instantly resolve any demographic crisis. It's a win-win situation. The only ones that loses are foids, but their will does not matter, since it's extremely easy to completely subjugate them.

'the kidnapped Sabine women'), also known as the abduction of the Sabine women or the kidnapping of the Sabine women, was an incident in the legendary history of Rome in which the men of Rome committed a mass abduction of young women from the other cities in the region.
Ovid sees the abduction of the Sabine as an avenue for the men of Rome to fulfill their sexual desires rather than an attempt at taking wives to produce children for the city. While he does make note of the issue surrounding Rome's lack of women, he does not make it out to be a factor in the planning of the abduction.
