Maybe it tells people the percentage they expect because most people have a bias where they rate themselves as better than what is objectively true (way more than half of all people say they're smarter than average, for example).

I don't think it's necessarily that. At least, it's less likely to be that, but it certainly could be. It's more likely that this website is a subsidiary of some big company (Western or Eastern) that is collecting user facial data to train their ML programs for facial recognition software or worse, to help train a program to create deepfakes using realistic-looking, average people, instead of very fake-looking plastic, pretty faces.
This is much better than datamining Facebook, IG, and other social media platforms, because the majority of those pictures have different profiles, whereas the profiles for all of these pictures is the same: up-close, full facial frontal. Pictures from other sources are much more likely to have confounds e.g., duck face, ass shot, group photo etc., so this is much more reliable in that regard.
Remember the addage, "if it's free, you're the product being sold."
