Any ideas, if you want it pure and firm must come from the grassroots.
If your idea is forcefully imposed by the state, then it is a double edge sword because people either doesn't believe in them, or are gullible of falling into propaganda (basically sheeps)
An example is Imperial Japan. The government told the japcucks to hate mayos, but the hate isn't planted on the grassroots level. As soon as america took over, Japs went to "whyto cockru" faster than a F1 car.
An counter example is Afghanistan or Vietnam. In both cases, despite American occupation, they never really took into whyto cockru the Japs had. The Viet or Afghan playing friendly today, is the guy who would shoot you up tommorow. The desire to fight Americans isn't planted by their state, but come from within.
Whatever ideology you push, it must be at grassroots level, or it can turn against you quickly.
In Muslim countries, sharia law is actually supported by the people, women included. So, to add a ideology to governance, you must influence the population first.
