No, it was still one punch man because he can END it in one punch. If one punch man meant one punch anything then he wouldn't be able to live a normal life.
In the garou fight he did punch garou hard enough to finish him, but garou increases in power at the start of a Saitama punch, so he survives, until he cannot copy saitama's power anymore.
Actually, at first Garou can keep up, because Saitama is expecting him to die after his punch. At some point Saitama notice that Garou doesnt die so Saitama goes x100 punch, then x1000, so garou couldn't keep up.
