Government know who the boss is, but they will intentionally let the boss continue running the drug opERation as long as the boss pays a portion of the profits to the govERnment (under the table) in return for protection and immunity.

Whether you make money in a legal way or illegal way, everyone has to pay tax. GovERnment will always take their cut.

The big crime bosses and govERnment will always provide mutual benefit to each other, it’s a business relationship.
