It might be a thing how PC affects different areas and countries, my impression is that all sorts of comments on people's appearance is considered hillbilly-like, unless it's about balding. I'll grant you that manlets may be victims of physical bullying more often because they're easier targets, while baldcels are more victims of ridicule due to how ridiculous it looks.
Wouldn't surprise me if those rather light terms also would be considered too offensive, at any rate comparing baldcels and manlets insults from real life it always feels like any baldcel comment hit harder.
