His primary goal from episode 1 was to just cure his boredom so at the start he intentionally played it risky because he probably thought playing a game of cat and mouse with a detective would be fun

Don't forget Mikami. He was fiercely loyal to Light and ended up having to kill himself to avoid life in prison. He also had a better motive for being "kira"/"god of the new world" than Light did. He had an actual vision for the world, one he naively believed kira shared.

L was relentless. He would eventually have found some inconsistencies in Light's pattern and narrowed his location. He could also have restricted the flow of information on criminals to their respective countries to manipulate Light into at least giving away his national identity.
