but why don't they ruin the tires of the car and make it easier for them to stop it

In a sane world, the cops would have just pit manuevered him every chance that they got regardless of the neighborhood, other cars, or pedestrians and opened fire with their AR15s

or lure him into the open highway and one of the helicopters fires a hellfire missile at the suspect's vehicle.
