What you need to realize is that the 5-10 billion that Israel gets in aid each year pales in expense to the amount the US was spending to keep a military presence in the middle east. 2.3 trillion was spent since 2001 which works out to roughly 100 billion dollars a year.
Pulling US troops out and forcing Israel to fight it's own battles would save the states a lot more money than cutting the 5-10 billion in fiscal aid (though obviously that should also be stopped) so that was the much-more-important first step for Trump to deal with.
He wanted to be careful with his power level because of wanting to win re-election, but obviously they were onto him.
