The only two acceptable options for Paradox games are 1) pirating or 2) buying the base game in a sale and running pirated DLC with CreamAPI (if you care about steam achievements). These days you have to wait 2 years to get a fully realised version of a Paradox title, and in the case of Stellaris you don't even get that.
