This is hypothetical I know nothing about PCs. Would could I downgrade that wouldn’t affect the quality too much?
idk perhaps the ssd (if you're content with 2tb scrap the other one) , ram (getting a non-rgb to cut cost) or motherboard (should be compatible with cpu nonetheless) ? I'm no expert so I can't speak on the extent of how much the performance will plummet , but don't budge on your cpu & gpu

R6 Siege, COD, CSGO, GTA everything really wanna run emulators too so I can play all the older games I missed out on.
Then you don't even need as powerful pc as you want to buy unless you want to play GTA VI too at 1440p/144hz. Those games are not demanding at all. Emulation works fine on my rx 5700 xt and i7 12700k. However ps4 emulation most likely will need something much stronger to not drop below 60fps.
Nobody needs a workstation GPUs and those are obviously a rebranded overpriced Titan gpus
360 ti would be better
