Is the Indian birthdate in decline. In the country and outside it ?
 
Fertility rates all over the world are either falling (if above 2.1 children per woman) or either stagnating or falling into the abyss as in South Korea (if below 2.1). The general consensus is that the entire world is converging to around 1.6 children per woman. The only place with rising fertility rates recently are the post-Communist countries, and even that is because the fertility rates there fell to such low levels after the fall of communism, so its just bouncing up to that 1.6 level, not because it's growing back to replacement level or anything.
