Either way nobody can tell for sure, but I assume yes it is. Its not that 'you' will be reborn but rather 'your' consciousness will transform itself into another body. Whether human or an animal. As mind seeks new sensations and experiences - it will just attach itself to another being born as this is what the mind wants.
You can think of consciousness as a radio signal, and living beings are radios picking up the signal. After the radio breaks up, or the body dies, does the signal disappear?
Unfortunately we are caught in this wheel of samsara and suffering because we are so attached to it. Meditate and free yourself from suffering. It is hard work and may not be achievable in this lifetime - but eons will pass on and the suffering will just increase.

If you look at the "soul" of a person as energy, when you die, your energy (and everyone else's who dies) all go to the same place: think of it like a ball / cloud of energy. Some is good and others is evil. If you're evil, you get a harsher reality... that could be a something as simple as a newborn baby chick getting eaten by a hawk to a person who lives in literal poverty for the rest of their lives; versus the "good" soul, the one that hasn't been tarnished in some way, shape or form - they typically get a more mixed / positive treatment the next time they are reborn (whatever or whoever you become next - who fucking knows?). Cycle repeats itself. This is all, of course, if you don't believe in the concept of heaven / hell. Reincarnation is more of a "rehab" type of scenario and the concept of time is non-existent.
All 'n all, reincarnation is a toss-up, luck of the draw, roll the dice and see what your numbers are, etc. Once again, this is only if you believe in this concept or accept it in some way. Problem with this theory is... we're assuming our morality fits within this space, time and continuum that otherwise doesn't give a shit about us anyway. So, really.. life in general could be a one-shot ordeal or it's a neverending cycle in which you're constantly blank-slated / wiped memory and if you're unlucky enough, you'll repeatedly have worse experience as life passes you by.
