My understanding is that anything can be recorded as a "Non-crime hate incident" and put on your record without any trial. Just if someone says they didn't like it.

Beyond that I'm not sure but I could imagine the cops around here saying almost anything was a crime.

"I know you were only looking at her, but that is causing her and potentially others around her to feel alarmed or distressed. So I want you to come with us now. You can explain it all to us at the station..."
