Is everyone able to grow a beard?

Ive let my beard grow for a few weeks before and it looks really patchy with a lot of holes.
If I let it grow for months will look decent when it's long enough?
I want to hide my terrible chin

i can't grow hair on my cheeks and moustache but i am a neckbeard master and i can grow hair on my neck 12 or 16 hours after shaving.
it's just superior neckbeard genetics and inferior facial hair genetics.
i guess some people can use minox to fix their beards.

I can only grow a thick neckbeard, but that shit is patchy asf. Other than that, I have a weird thinning short goatee with no hair on my chin. Sort of like Johhny Deep's goatee, but with no hair showing on the chin. My genetics are shit
