Depends on a few things - the college ranking, the major and the living place.
To minimize bullying to to a high ranking college, in a incel major, and live alone or with incels.
In college basically there are a lot of young fertile females so there will be bullying along the males to get sex. It's more easily avoided in college since it's relatively easier to avoid normies but at the same time if you give them the chance they will bully you to death.
It's probably not as bad as high school. But if you mess up the prevention steps and mingle with normies then it can get brutal which is why ER went ER in college and not in high school. People in college are drinking alcohol, taking drugs, and having sex. If you pick normie roommates they will be having sex in your room even when there are 3 people in a tiny room with double decker beds.
It takes a lot of preventive steps to minimize bullying.
I think it's better for incels not to go to college in the first place since it really puts you in a very unnecessarily tough situation. Imagine if your roommate is bullying you, you're going to become suicidal very quickly.
