At least common electrical plants, water etc. No extra fancy stuff like AI controlled power grids, robotics and such , just basics like coal power plants, basic functioning water infrastructure, basic roads in ok condition, basic health services?

Outliers like UAE and Saudi Arabia? Yeah but those are USA's favourites, their babies pet projects to create a power block and also simultaniously keep Sandniggers divided and stop a new Ottoman or Persian Empire. They were built by American engineers using curry and Subsaharan labour so I wouldnt really include them , at least in my opinion they are new age "colonies" of USA so just like British colonies had nice infrastructure so do UAE and Saudi. Just my opinion though

I used chatgpt to list countries by IQ and HDI (human development index). It seems according to HDI its and IQ of 85-90 where the country turns to a failed state.
