Since every girl matures differently some might have sexual feelings as young as 8 or even lower depending on when they first begin menstruating while others might not even be emotionally ready at 18. So what if it were individually evaluated on a case by case. What I mean is there'd be no actual age of consent but any woman below age 21 can claim being taken advantage of due to age by herself, which would equal to statutory rape.
However a woman's word itself can't be used as a evidence to prosecute a man, merely to file a complaint. If such a case is to go to court, the cops must evaluate the person's sexual history to determine whether the girl is/has been sexually active, in which case the complaint would be dismissed. When it does to go to court, the subject would be asked basic questions about ever masturbating or having sexual fantasies and would call up witnesses. If it can be proven without doubt that the girl hasn't sexually matured enough to feel sexual attraction to the opposite sex or physically her genitals have not matured enough for the type of sexual penetration performed then the man would be punished.
