Incels face innate discrimination, what this means is it cannot be changed because it's a fundamental part of human nature. People are destined to regard ugly, short, autistic or other men with developmental disorders with disdain, dislike, ridicule and pity. It's wired into their brains and genetics and barring future advance in extreme genetic engineering, it's unchangeable. The closest you can get to addressing this is forcing people to pretend they don't feel this way, most people already do this by feigning politeness and warmth during social interaction.
On the other hands some forms of prejudice are taught based on cultural norms such as racism and sexism, this is changed through media exposure to famous individuals from these groups and indoctrination of children, that thinking and acting in such a manner is wrong. The result of this led to civil rights for these groups, legal protection while gradually increasing their status, although change occurs slowly.
The best way to determine whether discrimination against a certain group of people is innate or societal is to ask yourself was there ever a historical time or place where this group was well respected, high status or in power. For example, matriarchal societies have existed through history where women were in power or had higher status than men, such as Native American tribes. And there are clearly cases of non-White peoples ruling over White people, like the Moors in Spain. But you will never see a society where ugly people have higher status and are treated better than attractive people nor places where disabled people weren't ostracized or persecuted.
