IQ is a measure of the quality of your neural structure. And guess what, IQ is basically you, every action you do, every move you do, everything you do is dictated by your neural structure. So even if you wanted to cope by becoming a master theoretical physicists, computer scientist, coder, math wiz, etc, if your IQ is below 115 (real, government issued test, not online bs) it's just not going to happen. It is possible to increase IQ, in theory. I haven't proved it, since I don't have the resources of a research biochemist, but my preliminary research leads me to that conclusion.
Dendritic growth (length and thickness) determines strength of action potentials between neurons (axons). They're the neocortex's information highway. If you could stimulate growth of the dendrites, then whatever neural networks you already have will work far more smoothly, and any near network pathways that you build from adaptation and reinforcement will mean that this new network is more efficient. In other words you learn new things more efficiently.
The effect would not be permanent and it would not help you become a genius. What it will do, however, is make the learning of new things (information + concepts, motor skills etc.) faster. So you would, in theory, take the drug before going to class. When the drug wears off you're back to your regular self, but now you've built and strengthened a new neural network. It's sort of like a slower version of how skills are downloaded in The Matrix.
We could potentially see a commercial nootropic sometime in the next 20 years, sort of like the one the Martian military uses in The Expanse, and also sort of like the one from Limitless. There is research being done in this area, but nobody will be hearing about it anytime in the near future.
