This scheme would fail hard though obviously as you’d get tackled or shot. And a warhammer is far too slow. How many people could you even take down with one before you were killed or arrested?

If you pick your targets carefully, and choose the right location, you could probably take down 2-3 max. But it wouldn't be about the numbers — it would be about the satisfying blunt force delivered directly to your enemies
