Apparently they needed more time on the multiplayer because the multi was originally a copy of overwatch, but they had to tweak it after it wasn't received well.

I was a little disappointed in bo3's lackluster campaign, but that's not what other people look for in these games. The zombies was fun though, and the multiplayer was overall just decent.

I realize it's IV, but that's how the actual developers and publishers of the game formatted it.
