Sort of the Christian Bale in Batman Begins train sort of rhetoric? Sounds about right. If someone actually announced intent for something like a mass shooting, I would not feel compelled to report them unless it was a place I thought had merit, like a library. Wouldn't give a fuck if it was at some music concert or church though.

Schools are very iffy. There is a slight risk of a good person being hurt, but I'd like to think that most mass shooters are relatively moral and would primarily shoot bullies and abstain from shooting actual good people.

The gray area is where actual good people are confused about who the bad guys are, and might try to stop a shooter who is only shooting bad people, because they mistakenly think some of the bad people are good people.

This all reminds me of "The Star Chamber" starring Michael Douglas. If someone is doing an overall good thing, is it acceptable for some collateral damage to keep the work going?
